You misunderstand figures, these are not 25% chance, these are 25% increase in chance. If the probability of normal development of a disease is 1%, then the incest will make her for 25% of more probable, that is with a probability of 1.25%.

The increased risk is incredibly small, and there are many other factors increasing risk which society doesn't condemn.
